Application to Government Bodies
LC practice/PCC practice: Whether or not "a word that normally implies administrative subordination" has such an implication depends on whether it is used commonly in a particular jurisdiction as part of the names of government subdivisions. Use judgment; if in doubt, consider that the word does not have such an implication.
If the name contains a term normally implying subordination, then evaluate the name in terms of the second criterion of the instruction: "apply only if the name of the higher body is required for the identification of the subordinate body.” For government bodies, if the name of the government is stated explicitly or implied in the wording of the name, do not apply this instruction. Note that "England," "Northern Ireland," "Scotland," and "Wales" imply "Great Britain."
Apply this instruction to the name of agencies at any level of government. If variant forms in resources of the body create doubt about whether the name includes the name of the government as defined above, do not consider the name of the government to be part of the name of the body.

LC-PCC PS for 11.2.2.14.6
NON-GOVERNMENTAL BODIES WITH NAME THAT INCLUDES THE ENTIRE NAME OF THE HIGHER OR RELATED BODY
LC practice/PCC practice: The term "includes" in the instruction applies to any linguistic relationship between the name of the body and its parent (higher or related) body, not just to those shown in the examples for the instruction.
The phrase "entire name" is the preferred name of the higher or related body, not necessarily the complete authorized access point of that body. For example, disregard additions to the preferred name or the fact that the higher or related body may be subordinate to another body. If the authorized access point for the higher or related body includes a term indicating incorporation, etc., the form with the term must also appear in the name of the subordinate body for this instruction to be applied.
EXAMPLE
source
Northwestern University School of Law |
preferred name of higher or related body
Northwestern University |
authorized access point
110 2# | $a Northwestern University (Evanston, Ill.). $b School of Law |
EXAMPLE
source
Osteuropa-Institut an der Freien Universität Berlin |
preferred name of higher or related body
Freie Universität Berlin |
authorized access point
110 2# | $a Freie Universität Berlin. $b Osteuropa-Institut |
When the name of a subordinate body contains more than one unit in the hierarchy, apply the "entire name" provision in this instruction only to the body immediately above the body being established. However, if the application of RDA 11.2.2.15 results in the omission of the immediately-above body from the authorized access point for the subordinate body, do not apply this instruction to the name of the subordinate body in a language other than Chinese, Japanese, or Korean. For Chinese, Japanese, and Korean bodies, apply this instruction although RDA 11.2.2.15 results in the omission of the body immediately above. For convenience of the user, consider giving variant access points from different levels of hierarchy when the subordinate or related body is not recorded subordinately.
EXAMPLE
source
Thomas Foundation of the Conover Branch of the Jefferson Academy of Science |
authorized access point for 1st unit
110 2# | $a Jefferson Academy of Science. $b Conover Branch |
authorized access point
110 2# | $a Thomas Foundation of the Conover Branch of the Jefferson Academy of Science |
410 2# | $a Jefferson Academy of Science. $b Thomas Foundation |
410 2# | $a Jefferson Academy of Science. $b Conover Branch. $b Thomas Foundation |
Because "Conover Branch" as an unnecessary intervening body would not be included in the authorized access point according to RDA 11.2.2.15, that access point would no longer contain the entire name of the higher body. The result is that the foundation cannot be recorded subordinately according to this instruction.
Also treat as falling into this instruction a name that fits one of the following categories:
1.
The subordinate body's name contains the entire name of a U.S. government body that is entered under its own name rather than "United States" except that one body uses "United States" and the other body uses "U.S."
EXAMPLE
source
South Carolina Advisory Committee to the U.S. Commission on Civil Rights |
preferred name of higher or related body
United States Commission on Civil Rights |
authorized access point
110 2# | $a United States Commission on Civil Rights. $b South Carolina Advisory Committee |
2.
The subordinate body's name contains the entire name of its parent body except that the form of the parent body in the subordinate body's name is in another language.
EXAMPLE
source
International Medical Commission of the Princess Takamatsu Cancer Research Fund |
preferred name of higher or related body
Takamatsu no Miya Hi Gan Kenkyū Kikin |
authorized access point
110 2# | $a Takamatsu no Miya Hi Gan Kenkyū Kikin. $b International Medical Commission |
3.
If a named meeting contains the entire name of a corporate body as defined above, treat the meeting subordinately to the authorized access point for the body if the name contains, in addition to the name of the body, no more than a generic term for the meeting or no more than a generic term plus one or more of the following elements: the venue of the meeting; number, date, or other sequencing element.

4.
The names of German universities appear frequently both in a long form, e.g., Christian-Albrechts-Universität zu Kiel, and in a short form, e.g., Universität Kiel. When considering the authorized access points for associated institutions whose names are connected to the university name by a linking word or phrase, apply this instruction, no matter whether the long form or the short form of the university name is used. For example, treat both Institut für Agrarpolitik und Marktlehre der Christian-Albrechts-Universität zu Kiel and Institut für Internationales Recht an der Universität Kiel as an application of this instruction, resulting in the following authorized access points:
Exclusions from This Instruction
LC practice/PCC practice: This instruction is not applicable to a name that falls into one of the following categories:
1.
The name of the subordinate body is made up of the higher body's name plus a designation for the subordinate body that does not by itself convey the idea of a corporate body. This category of exclusions does not apply to the subordinate designation "Friends," as in "Friends of the [name of the library or museum]" because this designation has been so commonly used and is considered "corporate" in connotation.
2.
3.
The body is subordinate to the United Nations, which is considered a governmental body.
Variant Access Points
LC practice/PCC practice: Consider making a variant access point from the full name of a corporate body covered by RDA 11.2.2.14.6.

DELEGATION TO AN INTERNATIONAL OR INTERGOVERNMENTAL BODY
National Commissions to Unesco
LC practice/PCC practice: Do not apply this instruction to determine the preferred names of National Commissions for Unesco as they are not the same as the national delegations to Unesco. Instead, apply the general instruction for preferred name for the corporate body (see RDA 11.2.2) or RDA 11.2.2.14.2, as appropriate.

LEGISLATIVE BODIES
Applicability
LC practice/PCC practice: When a body presents itself as a subordinate unit of a legislature (or of a chamber) apply the rule even if some or even all the members of the body are not members of the legislature. Consider making a variant access point from the name of the subordinate body.
[2013-05]
LC-PCC PS for 11.2.2.19.1

[2013-05]
LC-PCC PS for 11.2.2.19.2
EXCEPTION
LC practice/PCC practice: Apply the exception also to legislative subcommittees of U.S. state legislatures. Apply it also to other types of bodies subordinate to legislative committees and subcommittees, e.g., task forces, panels, for both the U.S. federal and U.S. state governments.
Consider making a variant access point from the name of the subcommittee as a direct subdivision of the chamber to which the parent committee belongs.
[2013-05]
LC-PCC PS for 11.2.2.19.3
SUCCESSIVE LEGISLATURES
LC practice/PCC practice: Use the form 1st, 2nd, 3rd, etc., for the English ordinal numeral in the addition to the access point for a successive legislature.

ARMED FORCES AT THE NATIONAL LEVEL
LC practice/PCC practice: For forms of component branches, command districts, and military units of military services, define "component branch, command district, or military unit" as an agency that constitutes
1.
a unit subject to combat service or an administrative unit over such units;
commands
corps
fleets
general staffs

regiments or divisions of infantry, etc.
2.
a unit that serves as a direct support unit.
corps of engineers
legal units (e.g., judge advocate general)
materiel command
medical corps

transport services
Treat the following types of bodies as independent corporate bodies, not as units of the armed forces:
research agencies (e.g., laboratories, research centers, institutes, experiment stations, museums)
schools (e.g., service academies, Air University)
musical groups (e.g., military bands, choirs)
armories, arsenals

Numbered U.S. Military Units
LC practice/PCC practice: If a component branch, command unit, or military unit of a United States military service is numbered, use arabic ordinal numerals in the authorized access point. If the form of numbering found on the item being cataloged differs from the form used in the authorized access point, consider making a variant access point substituting the found form of numbering.
